The Government of Jordan, Ministry of Youth (MoY) has received financing from the World Bank toward the cost of the Integrated Social Services for Vulnerable Youth Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the hiring of an experienced organization with the objective of supporting MoY in the implementation of the Jordan: Integrated Social Services for Vulnerable Youth Project. The selected organization to carry out this assignment will be responsible for setting up, implementing, supervising, and monitoring activities under Component 1 and 2, and supporting activities under Component 3 of the Project, including management of selected technical and fiduciary aspects. Responsibilities include (i) contracting and selection of local Community Based Organizations (CBOs) and youth service providers to implement sub-projects under Components 1 and 2; (ii) prepare, manage and supervise the processing, disbursement and implementation of sub-grants to local CBOs and youth service providers; and (iii) manage the monitoring and evaluation of sub-grants.

The selected organization is expected to deploy staff and consultants with adequate experience to implement the different activities of the Project, which will be implemented over a three-year period from June 2017 until May 2020. The assignment is expected to start in early 2018.

MoY now invites eligible organizations (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants should be a reputable registered organization with

  1. Demonstrated technical expertise on implementing programs for youth inclusion and empowerment;
  2. Experience in effective capacity building for youth-led organizations/CBOs and public-sector stakeholders related to youth development and community driven development;
  3. Adequate experience and knowledge of doing similar work previously;
  4. Relevant and strong staff experience in working on youth development projects;

 

Interested organizations must provide information indicating that they are qualified for the assignment, and the EOI Package should include overview of organization; description of similar assignments; experience in similar situations; summaries of organization’s capability; availability of appropriate skills among key staff; short biographies of key staff (one paragraph); availability of resources such as field offices, vehicles, etc.; and snapshots of relevant professional experience.

Note: Key staff will not be individually evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other organizations to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
