The Government of Jordan, Ministry of Youth (MoY) has received financing from the World Bank toward the cost of the Integrated Social Services for Vulnerable Youth Project, (MOY) is requesting the services of an experienced organization to develop an online Management Information System (online Monitoring Platform) for the project to manage the monitoring and evaluation data collection, and intends to apply part of the proceeds for these services.

 

The services (“the Services”) include the hiring of an experienced service provider with expertise in establishing a Management Information System (MIS) as part of the participatory Project monitoring and evaluation (M&E) system. The M&E system will focus on determining the extent to which the project is achieving its objectives in terms of outputs and outcomes for youth empowerment and capacity building at all Project levels.

The MIS will be designed as online monitoring platform to track progress through M&E indicators, and allows implementers of sub-projects (NGOs, CBOs) to apply case-management approaches in supporting vulnerable youth. Youth will participate in the M&E activities through direct feedback on project activities, measurement of outcomes and skill development, and evaluation.

The M&E system will inform on the physical and qualitative progress of sub-grant implementation and will enable the Project to match results with the financial progress, while supporting supervision and due diligence by ensuring the disbursed sub-grants are used for the intended purposes.

The assignment will start from the date of contract signature and until the closing date of the project (planned for 2020).

 

MoY now invites eligible organizations (“service providers”) to indicate their interest in providing the Services. Interested SP should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The SP should be a reputable registered organization with the following qualifications:

 

  • Be a formally registered company.
  • Have at least 5 years of experience in monitoring and evaluation.
  • Demonstrate effectiveness in designing and implementing M&E tools for development program on a national level.
  • Have experience in working with government clients and NGOs
  • Have the required capacity, resources, teams and experience, to implement such projects
  • Establish a dedicated project team with the necessary skills to implement the project.

 

Interested organizations must provide information indicating that they are qualified for the assignment, and the EOI Package should include overview of organization; description of similar assignments; experience in similar situations; summaries of organization’s capability; availability of appropriate skills among key staff; short biographies of key staff (one paragraph); availability of resources such as field offices, vehicles, etc.; and snapshots of relevant professional experience.

Note: Key staff will not be individually evaluated at the shortlisting stage.

 

The attention of interested service providers is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Service Providers may associate with other organizations to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A service provider will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
